COMPLETE MINUTES OF THE ANNUAL AMA TECHNICAL COMMITTEE MEETING
Minutes of the Annual Meeting of the Competition Committee of the American Motorcycle Association held at Houston, Texas, November 5, 6, 7 and 8, 1961.

Under the first order of business, L. A. Kuchler was re-elected Chairman of the Competition Committee and Jim Davis was re-elected Deputy Chairman.
The Chairman reported a total of 3216 sanctions issued from January 1st, 1961 to November 1, 1961, compared to 3045 sanctions issued during 1960. An increase of 129 events, raised the 1961 Scrambles total to 1315 and substantial increase also occurred in Class “A” Hillclimbs, 19 to 24 — Class “C” Hillclimbs, 10 to 27 — Observed Trials, 35 to 56. All other events held about even with 1960 totals.
Reporting on cancellation of Continental Casualty voluntary rider insurance program for Sportsman events, covered under Continental Casualty policy #SRD-156048 Chairman Kuchler stated: “Because of the apparent lack of interest among Clubs for this type of rider accident protection through all phases of A.M.A. sanctioned events, it was necessary for Continental Casualty Company to suspend operations under policy #SRD-156048, effective as of August 20, 1961. During the 1960 season only nine percent of eligible events were insured and those, in most cases, were events with the most hazardous accident expectancy. This resulted in a loss ratio in excess of 150 percent for 1960 and even though the premium rate was doubled for the 1961 season, continued adverse experience made it necessary for Continental Casualty Company to discontinue the Sportsman rider insurance program before end of the 1961 season.
In discussing the present status of the FIM in the United States, Kuchler stated: “The FIM advises that, at the present time, no motorcycle association in the USA has been accepted as a member of the FIM and no final decision on the question of USA membership in the FIM will be determined until a later date.”
All Formula “C” Nationals attracted top rider entries and each of the top five national point winners. Resweber, Leonard, Mann. Markel and Keen, won at least one National Championship. Other riders in the select “Top Ten” group were: Dick Klamfoth, Roger Reiman, Don Burnett, Albert Gunter, and Ralph White. This is the first “Top Ten” appearance for Reiman, Burnett, White and Keen.
Minutes of the National Technical Committee meeting, held on November 3-4, were read at this time and accepted for consideration.

All suggested rule changes, received from A.M.A. members and A.M.A. affiliated Clubs were presented for consideration of the Competition Committee. The following advisory sub - committees reviewed suggested rule changes as their purpose is to consolidate suggestions for presentation to the Competition Committee as a whole. After a committee report is read, modifications, changes, and deletions are made by the entire Competition Committee. Resulting recommended rule changes are then adopted.

Article XXVII Under section “Classification of Contestants”
Add: “It shall be the responsibility of the contestant to enter in his correct classification immediately upon gaining the necessary 100 points. Once a contestant has acquired the necessary 100 points required for advancement to “Expert” classification, he may never revert to a lower classification.” Section 47 —
Add: Putting foot down shall not indicate point of checking or timing. Section 53 — change to read:
Contestants shall be penalized one point for every minute late at any KNOWN CONTROL. Any contestant departing from a KNOWN CONTROL before official time of departure shall be penalized two points for every minute ahead of official departure time.
Article XXV — add:
Section 4 (a) As an alternate scoring system, the 1-3-5 penalties may be used as follows:

Drag Races
No changes were made in rules for this type of competition.
Scrambles
Scrambles rules were approved as submitted by the Scrambles Committee.
After lengthy discussion, the Competition Committee voted, by a majority vote to continue limiting awards to TROPHIES only — NO prize money permitted.
Article XIX, Section 5 (C) changed to read: Motorcycle safety helmets must be w'orn by all riders. It is recommended that protective leathers, boots and goggles be worn at all times.
Section 5 — Equipment: Gas tank must be an approved tank fitted to an approved motorcycle, minimum capacity 1 Vi gallon gas tanks must be mounted in a workmanlike and safe manner.
Hillclimb
Rules were approved as submitted by Hillclimb Committee.
Sportsman Hillclimb — Article XVIII — Under equipment — add: Gas tank must be an approved tank fitted to an approved motorcycle, minimum capacity 1 Vi gallon gas tanks must be mounted in workmanlike and safe manner.
Section 5 - NO FUEL PERMITTED
Section 5 — (c) Open class — An open class may be run for motorcycles not conforming to Sportsman or Roadster classifications.
Formula “C” Hillclimb
Novice riders will be advanced to Expert class when rider has accumulated 20 points. A rider cannot change classification during year.
Formula “A” Hillclimb
Prize money shall be divided on a 55/45 basis — 55% to Professional class and 45% to Amateur class.
Article VIII, Section 7 under 74 cu. in. Professional Final — delete: “and the four place winners of the 45 cu. in. Amateur Final.”
Section 7 under 45 cu. in. Amateur Final — delete: “The four place winners of the event shall be advanced and permitted to ride in the 74 cu. in. Professional Final.”
Section 9 — change to read: If there are 12 or more riders in Amateur events, each rider will get two rides in the Amateur event and one ride in the Amateur final. If there are 12 or more riders in Professional events, each rider will get two rides in the first Professional event and one ride in the Professional final.
Records and Record Trials — Article XXXIII, Section 6 (c) add: 600cc and 883cc class omitted in 1961 rule book due to printing error.

Sportsman Lightweight Road Races — Article XVII — rules were approved as submitted by Sportsman Road Race Committee:
Section 5 — add: The motorcycle to be approved by the National Technical Committee must be basically the counterpart of a standard production model, fitted with generator and lights, regularly sold for everyday use.
Engine design shall be limited to:
1. Side Valve
2. Two stroke
3. Overhead Valve
4. Single Overhead cam shaft
5. Maximum of two cylinders Section 5 (h) add — Material must be
metal not less than .045 thick or .030, if beaded for added stiffness and not less than .100 thick if fiberglass or tempered masonite. All other materials prohibited. Number plates must be securely mounted with no less than two VA " minimum diameter bolts and reinforced by no less than one inch diameter washers on both sides.
Section 6 (1) Every Sportsman Lightweight Road Race will be a claiming race. Any contestant in a day’s program may enter a claim for any motorcycle entered, within thirty minutes after completion of program.
1 If a claim is entered for a motorcycle, same must be accompanied by cash or certified check and owner of claimed motorcycle must immediately deliver same, together with a clear title or bill of sale.
2 A filed claim must be handed to Referee within specified time limit. Referee will then notify owner of claimed motorcycle and take physical possession of same.
3 Failure to comply with these rules, forfeiture of trophies and automatic suspension from the A.M.A.
4 Claiming prices are:

Reggie Pink MM/James Hill SM to standardize wording for all Sportsman rules.
Rabun Chambless MM/A1 Arnold SM to retain present .080 oversize limit on engines used in Sportsman events.
Rod Coates, member of A.M.A. Technical Committee, submitted a detailed report, including proposed rules, for a long distance purse-paying. Road Race for standard production motorcycles. This event to be similar, to Annual 500 Mile Thruxton Race. Proposal reviewed by Competition Committee.
John Esler MM/Walt Brown SM to approve sanctioning of a Thruxton type road race as proposed by Rod Coates, subject to availability and approval of a suitable course and preparation and approval of special rules covering this event.
Motion Carried After reviewing 1961 racing events: Sportsman Lightweight Dirt Track, Sportsman Lightweight T.T., Class “A” Short Track, Formula “C” T.T., Formula “C” dirt track and Formula “C” Road Races, the Formula “C” Lightweight on Evaluation Committee made the following recommendations:
1. Continue Sportsman Lightweight Dirt Track and T.T. under existing rules.
2. Continue Class “A” Short Track under existing rules.
3. Add a 250cc class to present Formula “C” T.T. rules.
4. Continue Formula “C” Dirt Track racing under existing rules covering engine displacement except at the Ascot, Gardena, Calif, track where all Novice riders will continue to ride in events limited to 250cc displacement introduced as a safety measure in October 1961. It was further proposed that, beginning in 1963, ALL Novice riders in dirt track events, up to and including Vi mile tracks, be required to compete with approved Formula “C” equipment, not to exceed 250cc displacement.
5. Continue Formula “C” Road Racing under existing rules covering engine displacement.
6. Formulate rules for an “Unlimited” Class in Sportsman Road Racing for trophies only, and an “Unlimited” class for purse paying Road Races. These classes would permit use of streamlining. Neither of these events to be run on the same day, on the same course, as a Formula “C” or Sportsman Lightweight event.
Recommendations of Formula “C” Lightweight and Evaluation Committee were discussed and each recommendation was acted on separately as follows:

Miscellaneous Rule Changes and Rule Book Corrections
Article II, Section 5 — Riders will be advanced from Novice to Amateur to Expert in Dirt Track (Short Track - Vi mile - 1 mile), and Road Racing and T.T. on the basis of the points accumulated separately in Dirt Track or Road Racing and T.T. (combined), events.
Article III, Section 2 (a) — Sportsman — Limited to motorcycle manufacturers’ standard models as catalogued and sold for general road use. Streamlined parts, shell or housing shall only be permitted in “Sportsman Unlimited” class.
Article III, Section 3 (a) — All sanctioned Formula “C” and Sportsman dirt track race meets, speedway races, road races, T.T. races, and hillclimbs shall be considered claiming events and claiming

Article III, Section 3 (e) — include Sportsman competitive events.

Motion Defeated Article VII, Section 28 — Last sentence changed to read: All closed circuit race courses must be run counter clockwise, except Road Races, T.T. and Scrambles which shall be run in the safest direction.
Article IX, Section 36 — and Article XI, Section 19 — Change to: There shall be no restart unless two or more riders are down in the first lap, except in cases where conditions occur that endanger the lives of spectators or contestants.

Promoters of all A.M.A. sanctioned events will be required to furnish admission to members of the A.M.A. Competition and Technical Committees upon presentation of the A.M.A. credentials by members of these committees. This requirement will appear on reverse side of all A.M.A. sanctioned certificates.
After discussion on National Championship events, the following action was taken: Aub LeBard MM/Walter Davidson SM that no Sportsman Road Race National Championships would be established at this time.

Since no official application was received from Indianapolis Raceway Park, Inc. at time of meeting, no action was taken regarding a 120 Mile National Championship Road Race at Indianapolis to be held August 4-5, tentatively.
(Note) Application received Nov. 9th now being considered. Committee requested J. C. Agajanian be contacted to determine whether the 8 Mile National Championship at Ascot and the 20 Mile at Sacramento could be scheduled on consecutive dates for convenience of riders traveling across country to attend.
The 25 Mile National Championship for mile tracks will be granted after assurance of availability of a suitable track has been received by Chairman of Competition Committee.
Due to the condition of some sections of the course used for the 1961 — 125 Mile Enduro, promoted by the Meteor M. C., application for the 1962 — 125 Mile National Championship will not be approved until Club’s tentative plans for 1962 event have been received.
Date and location of the 1962 National Championship Class “A” Hillclimb event will be announced as soon as final arrangements have been confirmed.
The 10 Mile National Championship at Columbus, Ohio, promoted by Charity Newsies, was granted, subject to a satisfactory agreement to be reached by January 1, 1962 between Charity Newsies and an A.M.A. club which furnished manpower for previous Charity Newsies motorcycle races.
Due to application from the Tron Pony M. C. and District 37 Sports Committee for the National Championship Scrambles event, a vote was required. Committee voted 16 to 11 to award 1962 National Championship Scrambles to the Iron Pony M. C.
Competition Committee discussed Sportsman Road Racing program and inquired about possibility of establishing a licensed rider program similar to the “Formula C” program which would provide rider coverage under a “Limited” license and a system of maintaining point records at the A.M.A. for the purpose of classifying all “Sportsman” road racers. Rider coverage will be investigated by officers of A.M.R.M.B.A. and further action will be based on a report to be prepared by A.M.R.M.B.A.

Question price of Tohatsu Model 2T52B, also type of transmission (gear box). Regarding approved motorcycles:
Visual verification of availability by a Competition Committee member will be necessary if there is any question about the minimum number of twenty-five (25) previously listed motorcycles being available in U.S.
Continental Motorcycle and Scooter Corporation submitted incomplete information on MZ and Simpson motorcycles and did not specify which models were being submitted for approval. Applications for approval will be reviewed when required information is available.
*The Matchless G-50 CSR was approved by a majority vote by Competition Committee members subject to receipt of catalogues or brochures and proof of availability of the required twenty-five (25) approved models.
The Technical Committee will not approve racing kits as a unit because of difficulty defining or describing what parts constitute a kit. Individual parts can be approved. Also, approval is not required for parts being used to change bore and stroke of one model to conform to that of another approved model. Example: “Changing the Honda 125cc to a 154cc. Both are approved models.”
The Technical Committee recommended that “Formula C” equipment requirements, under Article III, Section 5, be changed to read as follows:
Gasoline
Gasoline of not higher than 100 octane rating must be used. Additives of any type over and above that contained in regular high test commercial gasoline are prohibited.
Penalty for use of power additives, or any gasoline with higher than standard advertised octane rating, is Indefinite Suspension.
Transmission (Gear Box) delete — A kick starter MUST be used for all starts, etc. - -.

Gas tank must be an approved tank fitted to an approved motorcycle, minimum capacity 1-1/2 gallons. Gas tanks must be mounted in workmanlike and safe manner. Fenders
add — and in the case of rear fenders shall extend to the point not less than a vertical line drawn through the axle.
Safety Precautions:
All footrests must be completely covered with at least 1/4 inch of rubber or soft plastic — (not tape).
Tires
Approved tread must not be altered in any manner, except tires may be ground uniformly without altering basic tread pattern, for dirt track racing only. Regrooving or cutting not permitted.
Number Plates
Change to: 10" high — 12" wide — metal not less than .045 thick or .030, if beaded for added stiffness and not less than .100 thick if fiberglass or tempered masonite. All other materials are prohibited. The four corners MUST be cut off at a radius of 2-1/4". Number plates must be securely mounted with no less than two 1/4" minimum diameter bolts and reinforced by no less than one inch diameter washers on both sides.
The Technical Committee recommended that a standard gas tank rule be adopted for Formula “C” and Sportsman events. Parts submitted for approval

The Safety Committee recommended that: only helmets which qualify for
Group I classification will require A.M.A. approval. Group I helmets must be approved to A.M.A. minimum specifications for use in Formula “C” and Sportsman Road Racing competition. The A.M.A. will discontinue requiring approval of helmets for a Group II classification. Any type of motorcycle safety helmet can be worn in all A.M. A. events where a Group I helmet is not required.
Note: Only “Full Jet” type helmet can qualify for Group I classification.
